The reason popcorn removal quotes vary so wildly is that some contractors are quoting the scrape and some are quoting a finished ceiling. Those are very different jobs. Here is the whole sequence.

Assessment

We check the texture, the age of the ceiling, whether it has ever been painted, and the condition of the drywall underneath. A painted popcorn ceiling behaves completely differently from an unpainted one — the paint seals the texture and it comes off in sheets and shards rather than softening, which changes both the method and the price. We also look for water damage, because a stained ceiling has a cause and coating over the evidence is not a repair.

Containment

The room is sealed: floors covered wall to wall, walls masked, doorways sealed with plastic and taped, vents and returns covered so the dust does not travel through the ductwork into the rest of the house. This is the stage that decides whether you enjoy the week.

Scraping

The texture is softened and scraped off in controlled sections. Done well it is unspectacular; done badly it gouges the drywall paper, and gouged paper means far more skim work afterwards.

Drywall Repair

Everything the ceiling has been hiding turns up now: nail pops, seam cracks, old patches, previous water damage, gaps at the wall line, and any place a previous repair was made under the texture rather than through it. Popcorn was applied in the first place because it hides imperfect drywall — so there is essentially always drywall repair in this job, and any quote that does not mention it has not planned for it.

Skim Coating

The whole ceiling is skimmed with joint compound to a flat, continuous plane, then sanded. This is what makes the difference between a smooth ceiling and a scraped one, and it is the stage low bids remove.

Priming and Finishing

A primer to seal the fresh compound so it does not flash through, then finish coats in a flat ceiling white. Ceilings are the least forgiving surface in the house because window light rakes across them, so the finish is checked under raking light before the room is called done.

Reinstatement and Cleanup

Containment comes down, the room is cleaned properly, and fixtures and vents go back.

If Your Ceiling Predates the Early 1980s, Test It First

Textured ceiling products manufactured before the early 1980s could contain asbestos, and disturbing that material is exactly what a removal project does. The order of operations is not negotiable: test before anyone scrapes.

Testing protocol

Testing is straightforward and inexpensive relative to the project. A sample is collected and sent to an accredited laboratory, and the result comes back in days. Given the age of the housing stock across Minneapolis, St. Paul and the inner-ring suburbs, this is a routine step here rather than an unusual one — a 1962 Roseville rambler or a 1971 Eagan split is squarely inside the era worth checking.

Results procedure

If the result is negative, the project proceeds as described above. Stains, Sagging and Damage Under the Texture

A brown ring on a textured ceiling is the visible end of something that happened above it. Before that ceiling gets refinished, the cause needs to be resolved — a roof penetration, a failed seal around a bathroom fan, an ice dam from a previous winter, a supply line, a slow drain.

Minnesota Ice Dams

Ice dams deserve a specific mention here because they are a Minnesota constant. Snow melts on a warm roof deck, runs down to the cold eave, refreezes, and backs water up under the shingles and into the ceiling below. The stain shows up in the corner of an upstairs bedroom in February.
