Because some contractors are pricing a scrape and some are pricing a finished ceiling, and those are genuinely different jobs. A scrape-only number can look half the price of a complete one and leaves you with a rough, unpainted surface that still needs skimming, sanding, priming and finishing. Work to around $6 per square foot for the whole thing, and read every quote for what it excludes rather than what it includes.
